The Vision Zero pedestrian safety advocacy group calls on Taiwan’s new congress to support a draft pedestrian traffic safety facilities law. The group recommends comprehensive implementation of sidewalks, removal of sidewalk obstacles, standardization of temporary sidewalks during construction, and explicit arcade project guidelines. The draft law must be proposed by the National Land Management Agency and approved by the executive branch before being reviewed by the Legislative Yuan. Despite the passing of a basic road traffic safety law in 2023, Vision Zero notes that the projected death toll may still exceed 3,000. The chairman of Vision Zero, Chen Kai-ning, proposes four amendments to the law, including the provision of physical sidewalks on wider roads, marking sidewalk designations on narrower roads, establishing basic sidewalk standards and non-permissible uses, and installing physical sidewalks beside arcades. Between January and November 2023, there were 2,759 road fatalities and 367,311 recorded severe accidents in Taiwan, representing an increase compared to the same period in 2022.

Taiwan President-elect Lai Ching-te of the Democratic Progressive Party (DPP) visited the Legislative Yuan to participate in the ＂New Legislator Consensus Camp.＂ Lai encouraged the newly-elected DPP legislators, stressing his neutral stance in Congress. He shared his past experiences and strategies as DPP caucus head, as well as the painful experiences he went through during his tenure. Lai, hailed as the strongest caucus director during his time in the Legislative Yuan, gave three suggestions to the new legislators: to become a new force for the nation, to focus on their professional duties and ideals, and to work cooperatively with the party caucus to advance national development goals. Lai emphasized the importance of teamwork in the Legislative Yuan and hopes to guide the new legislators in effective governance and realizing their ideals in Congress through the sharing of experiences by Legislative Yuan Speaker You Si-kun and caucus whip Ker Chien-ming.

U.S. President Joe Biden has signed the Fiscal Year 2024 National Defense Authorization Act (FY2024 NDAA), which includes a comprehensive training program for Taiwan’s military. The program aims to enhance Taiwan’s self-defense capabilities and will be overseen by the U.S. Secretary of Defense. The legislation, which has received approval from both houses of the U.S. Congress, allocates a total of US＄886 billion for this purpose. The training program will focus on layered defense, asymmetric defense strategies, cross-communication between the U.S. and Taiwan’s military, information sharing, and the improvement of professional military education and civilian control over the military. Additionally, the act emphasizes collaboration between the U.S. and Taiwan on military cyber security and requires regular updates on Taiwan arm sales proceedings. It also mandates the Secretary of Defense to submit biannual reports to Congress on the military developments of the People’s Republic of China, particularly in areas such as Taiwan, Southeast Asia, and the South China Sea, covering topics such as weapon upgrades, procurement, and military operations.

The Ministry of Foreign Affairs (MOFA) spokesperson expressed gratitude for the concern shown by friends in the U.S. Congress regarding Taiwan’s security. The U.S. military has observed increased provocative actions by China around the Taiwan Strait ahead of the Taiwanese presidential election. Taiwan’s Foreign Ministry expressed regret over China’s threats of countermeasures against U.S. firms involved in arms sales to Taiwan and emphasized the need for the U.S. to fulfill its security promises.

The U.S. House Armed Services Committee has agreed to include provisions in the National Defense Authorization Act for Fiscal Year 2024 (FY24 NDAA) to assist in the training of Taiwan’s armed forces. The bill, with a budget of ＵＳUS＄876.8 billion, requires the U.S. Department of Defense to develop a comprehensive training and advisory program for Taiwan’s military. The program will only proceed with the consent of the Secretary of State and after consultations with Taiwanese officials. The legislation aims to enhance Taiwan’s multilayered defense capabilities, including asymmetric defense strategies and interoperability with U.S. forces. It also promotes cybersecurity cooperation and the protection of military networks. The NDAA mandates biannual reporting on China’s military developments in Taiwan, Southeast Asia, and the South China Sea. Additionally, a classified report will evaluate the absorption of U.S.-provided military capabilities by Taiwan’s armed forces. After approval by Congress, President Joe Biden is expected to sign the bill into law, strengthening U.S.-Taiwan defense relations.

Taipei City Councilor Chen Yi-chun has expressed concerns about stealthy trips organized by local community leaders to China, questioning whether they could be instances of ＂red infiltration.＂ Chen highlighted a heavily subsidized trip advertised as a ＂Wuxi Community Exchange Study,＂ which cost participants just NT＄15,000 and included flights, hospitality, and lodging. She suggested that the trip seemed imbued with Chinese propaganda, as it included visits to historical towns, canal boat tours, and a Belt and Road Initiative silk factory, with a guide from the National People’s Congress Standing Committee of the Chinese Communist Party. Chen raised concerns about potential organized red infiltration, as local leaders covertly rallied groups and secretly canvassed like-minded community members to join the trip. She also questioned whether the Chinese Communist Party could be using these excursions to influence the votes of Taiwanese local residents in anticipation of Taiwan’s 2024 Presidential Election. Chen argued that the CCP could be engaging in a multifaceted campaign, including cognitive warfare and expansive propaganda, with the latest strategy involving ground-level infiltration to sway Taiwan’s electorate. She called for Taiwan’s national security agencies to remain vigilant and advised citizens to foster security awareness to guard against possible election meddling strategies by the CCP.
